Nearly a decade ago eBay started banning accounts that were selling 'Virtual Items' for Online Games. For Fresh IP address it has not been used before with another customer. For dedicated it has been used before and has had a 60 day cool off period. Both are good for eBay/PayPal just some prefer Fresh over Dedicated.
