UK Paypal accounts for sale. Identity confirmed / EU limit lifted available

I am looking for this option for U.S. members. Is there any way, i can buy one of these and attach a US bank account to it and IP? Are there any options for a U.S buyer? I would LOVE to get my hands on an account without the 21 day hold or any other limits.

A US bank account can be attached to a UK Paypal but it can only be done by calling them up.

The accounts have no transaction history so 21 day holds are likely.
