My question is pretty straight forward - HOW CAN A NON US , NON UK CITIZEN use these Paypal accounts - I mean , How can we withdraw money from them ?

Which way do you think I should go, I normally list about 8-10 items at a time, use the account for advertising as well as selling and always use but it now or best offer, Should I satart slowly I have a new user etc in place. All ineed to do is be advised which is the best option and how to use the account.
