my first paypal account is limited and locked for 180 Days now I cant use them but can I open new paypal account with same name but different birthday and adress ?

But make sure you're using a new or clean device, new ip (no need if you have a dynamic IP).

Yes you can open with same name but sure delete cashes and cookies from you pc then make
